What is wrong with America: Criminal justice inequity edition

Two news reports: 1) Ex-mortgage CEO Paul R. Allen sentenced to 40 months (3.3 years) in prison for role in $3 billion fraud; 2) Homeless man Roy Brown sentenced to 15 years in jail for stealing a $100 bill, which he later returned after feeling remorseful
